FY2026 HUD Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO)

The U.S. Department of Housing and Urban Development (HUD) released the FY2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO).

The Homeless Leadership Alliance of Pinellas (HLA), serving as the Collaborative Applicant for the Pinellas CoC (FL-502), coordinates the local process for applying for funding through the HUD CoC Program.

  • Reminder: Project Applications were due Thursday, July 16th at 4:00pm.

Updates:

  • Timeline Update: The Review & Rank Committee Deliberations will be held on Friday, July 31st from 12:00pm - 5:00pm at First Contact.

  • HUD has released the ARD Report for the FY 2026 CoC Competition. The funding amounts available for FL-502 are:

    • Estimated Annual Renewal Demand (ARD): $6,429,080

    • CoC Bonus Project Amount: $964,362

    • DV Bonus Project Amount: $1,267,654

    • CoC Planning Project Amount: $321,454

Total Funding Available:$8,982,550

Additionally, the Tier 1 Amount (60% of ARD) is $3,857,448

Applicant Conference

The Applicant Conference was held June 24, 2026. Organizations that did not attend the live conference must view the recording and email confirmation to CoCNOFO@HLAPinellas.org to satisfy the Applicant Conference requirement. Please refer to the Request for Applications (RFA) for additional information.

FY2026 HUD Continuum of Care (CoC) Builds Notice of Funding Opportunity (NOFO)

The Homeless Leadership Alliance, as the Collaborative Applicant for the Pinellas Continuum of Care (FL-502), is accepting applications for HUD's Continuum of Care (CoC) Builds funding opportunity.

CoC Builds provides funding for the new construction, acquisition, or rehabilitation of Permanent Supportive Housing (PSH) serving individuals and families experiencing homelessness where at least one household member has a disability. This funding opportunity is not for Transitional Housing projects.

Eligible organizations interested in applying should review the CoC Builds Request for Applications (RFA) for local competition requirements, eligibility, application instructions, and deadlines. Applications for the local competition are due July 15, 2026, at 8:00 p.m.

UPDATE: The application deadline has been extended to Friday, July 17th at noon.

** If HUD extends the national deadline due to the ongoing e-snaps issues, we’ll look into whether an additional local extension is possible.
